Actually I like if cities etc uses less light, it is the problem of light pollution which is a hot topic for people worrying about biology and people involved in astronomy for example. Maybe the first is more important for most of the people though. http://en.wikipedia.org/wiki/Light_pollution
I should point out that in the summer nature provides Finland with its own light pollution and in the winter there really is an actual need for light. Even the needed portion of lighting provides quite enough of pollution for astronomers to not do their stuff in cities.
